Why we matter

South Carolina has been a growing industrial hub in the southeast with its backbone in manufacturing, logistics, healthcare, and professional services. Since 2024, the SC legislature has been quietly priming SC to introduce and adopt digital assets and blockchain technology.

Blockchain technology and fintech systems are reshaping how businesses operate, and we aspire to bridge the gap between education and innovation. By recognizing this gap, we can effectively support the community.

  • The GENIUS Act (Guiding and Establishing National Innovation for U.S. Stablecoins Act) is the first major national law passed in the U.S. focused on stablecoins — digital tokens designed to keep a stable value (often pegged 1:1 to the US Dollar (USD)). It became law in July 2025.

    The CLARITY Act (Digital Asset Market Clarity Act of 2025) is a proposed federal law passed by the U.S. House that aims to create a clear regulatory framework for digital assets by categorizing them and defining who regulates what.

    • Bill: 2025-2026 Bill SB163 (Cryptocurrency) bill would add Chapter 47 to Title 34 of the South Carolina Code, defining concepts such as blockchain, digital assets, and digital mining operations, and would — among other things — clarify the legal treatment of digital currency transactions and mining.

    • Bill: Strategic Digital Assets Reserve Act (H.4256) This bill would allow the State Treasurer to invest 10% of eligible public funds including portions of the General Fund and other reserves in Bitcoin or other digital assets, with strict custody and reporting requirements.

    • South Carolina Uniform Fiduciary Access to Digital Assets Act in Chapter 62-2-1020 et seq. This statute governs how digital assets (including digital tokens/accounts) are accessed by fiduciaries, such as executors, trustees, and agents under a power of attorney.

  • Innovation & R&D: South Carolina typically ranks 30th–40th nationally in overall innovation and R&D intensity (based on U.S. News Best States, Milken Institute, and NSF R&D indicators).
